I haven't made it home yet to investigate further, but it sure could be the quick drain on the gascolator. That would be much more convenient. Thank you for the replies.

The Cessna 140A also uses p/n 0413020-3.
Sierra Hotel Aero, Inc. holds a
PMA for this valve. The various 170 IPC's show that fuel valve p/n 0413020-3 was used from the 1948 C-170 all the way through s/n 20285 C-170B.

As it is PMA'ed, installation only requires a logbook entry. That's the good news. The bad news is it cost $730.
It's surprising to me that the FAA issued a PMA for this as it's more than the valve. It includes the valve handle and the engraved facia plate which shows fuel quantity specific to the C-120/140 - 12.5 gal per side. This valve appears to be a
Andair FS20X4 valve with FF20 1/4" NPT female fittings. It matches either Aircraft Spruce's
05-29508 or
05-01432, which cost less than half of what Sierra Hotel Aero wants but doesn't have an FAA-PMA. Aircraft Spruce and Andair show that custom engraving is available for the facia plate.
