what size are the 3 holes in the side of the wheel for wheel covers?

Assuming you have Cleveland 40-97A wheels the screws are Cleveland p/n 102-00600. These are 1/4" long 8-32 screws. I like Eric's suggestion as these wheels are magnesium and are highly susceptible to dissimilar metal corrosion:
