WLS Coatings P/N 200-6, a 2-part yellow epoxy primer. We discussed primers here several years ago. Here's Cleveland's recommendations from their Maintenance Manual. Note their note at the bottom.

The top coat is silver from Chief Aircraft. Anybody know what color the Goodyear wheels and tailwheel hub were originally? I assume they were silver.

What does the halogen lamp do to the sprayed on paint & what source do you use for the lamp?

PS: How is that RC 170 coming along?

Baking enamel paint often makes it more solvent resistant and durable. I imagine he is just using an incandescent light bulb to warm up the wheel.
I have done the same thing on occasion, with good results.

I bake parts in the oven at 200 or 250 degrees for an hour whenever possible. Paint comes out hard as a rock.
