I have found that every control surface I painted is within spec after painting except for the ailerons. Granted I don't know what they were at prior to me painting them. Having to add weight to both to bring it into spec. What kind of rivets are you supposed to use? I have seen some with an X on the top, I have read to use the "soft rivets" aka not the ones with a dot on top. I have seen screws and nuts.

Kyle, I'd follow the guidelines of Service Letter SE71-27. This Service Letter indicates that what you have read is correct. Use 1100 soft AN470A-5-12 rivets rather than 2117 hard AN470AD-5-12 rivets.
