Just to be clear Jim, you mean the through bolt had rusted to the bushing - the long hollow tube - correct? It's interesting that the ID of your washer looks smaller than mine. It looks to me that it is designed to fit under, rather than around, the 3/8" dia. bushing. Is the p/n of the washer the same for the XP? Could be my washer is not the correct ID???
I picked up a scrap early 172 wing from Faeth Aircraft for $30 to harvest some ribs for my wing rebuild. Since I had a 172 flap belcrank I practiced brazing a nut to the shaft to attach a zerk fitting to. Trying to figure out a way to better lubricate the bearings on either end of these bellcrank shafts. I think the ideal solution would be to find some sealed bearings.

The bolt was seized solid on the bushing p/n 0523536. Could'nt even drive it out on the bench. Bushing is the same but p/n for the flap quadrant washer is different, good eye Gary.
The 79 Xp IPC lists the washer as s1450-20B12-032 for the flap quadrant
The aileron washer is 0522629-1 .
A true expect could figure out how Cessna numbers their parts
Bruce I on the other hand, like to consider myself more as the absent minded mechanic (professor) rather than expert.

Here's the bushing/bolt removed.
Should someone have a stuck bolt, it's not easy to remove, as soon as you remove one end, the whole assy will wobble in the wing when you try to remove the other end. Best to start small at both ends and open up the holes in stages.
Wow, that looks like a fun job Jim! It must have been a challenge not to elongate the mounting holes in the wing.
I ended up making my brass washers using some .032" shim stock from the hobby store. $3 for K&S #8242. Drilling with a 7/8" hole saw made washers slightly under .75" OD.
Exactly, it just took some patience to remove.
Great thing for me here! I find its amazing (really? ) that I fall to recognize I'm falling into the same trap; Cessna IPC's can be very misleading. The XP IPC did not break down the quadrant I was working on, so I thought it was an assembly I had to buy. I contacted a popular used parts supplier who had 50 plus NOS in stock. But they still wanted 50% of the new Cessna crazy price so I've been waffling. Now with this threads info, it's just the bolt and bushing I need, the IPC just missed listing them.
I was told that Ex-spurt was the correct nomenclature.
EX=A has-been.

Fig. 35-60 in the 170B IPC. P/N 0511018 is a headphone hook. Looks like it would work better on the WWII style headphones with the two narrow bands than with a modern noise-canceling set.
