Thanks for your video Wolf. Your concerns as a VFR and tailwheel pilot are familiar. Your idea to have alternative routes and fuel stops makes good sense. I think the fuselage of a Cessna 170 is actually semi monocoque with substructure providing reinforcement. The skin provides strength as a stressed shell so its integrity and condition are important. The Cessna engineers who were responsible for that placard likely reasoned that the 21 gallon capacity of their fuel tank included the useable fuel. Therefore, the regulation was met.
