There is an old AD on Whelen strobe flash tubes which addresses the same issue. My plane had these old style flash tubes (pre-1974) when I refurbished it. There may still be some in the fleet. We have a Lear 35 parked on our ramp which tried to tie the record several weeks ago. Both tip tanks scraped the runway on landing. One side bent the wing extension and came very close to jamming the aileron. A very fortunate couple of guys that morning.

I talked with the FAA ASI at the airport last Sunday. To paraphrase him, a pilot certificate is not adequate to alter the aircraft and recalculate the weight and balance.
