I don't think they are the same. The 170 has a pushpull tube from a bellcrank to the arm on the elevators. The 172 has cables all the way to a arms on the elevators; no bellcrank, no brackets.

There are no economic benefits to repairing the spar versus replacing the outboard spar segment. A fixture to re-establish and maintain symmetry during the repair is very desirable.
